Technology Benefactors

Recently I have considered how to stress that too many government IT projects are internally focused and not citizen facing. In an effort to identify who benefits from each proposed technology, I started including the graphic below in each concept/technology proposal. My goal is to use this as a basis for suggesting a higher rate of interactive citizen facing systems that will hopefully cross office and agency boundaries.
